Tenant Right of First Refusal Training for Property Owners and Realtors
The Office of Tenant and Landlord Affairs within Maryland’s Department of Housing and Community Development offers training to support realtors and property owners in complying with the Renters’ Rights and Stabilization Act of 2024, effective October 1st, 2024. The law requires property owners of 1-, 2-, and 3-unit rentals to offer tenants an option to purchase covered residential rental units before an owner can list it for sale or accept an offer from a 3rd party. The session will cover which properties are subject to the Right of First Refusal (ROFR) requirement and which properties or circumstances are exempt from the requirement. Guidance will be provided on how tenants are defined for purposes of compliance with ROFR requirements.
